Consul General of Chile to Hong Kong & Macau SAR

Mr. Osvaldo-Patricio Alvarez-Perez’s involvement in national, regional, and international policy-making and environmental governance in the chemicals and hazardous wastes field began in 2006 when he was appointed Officer-in-charge of Chemicals and Waste Conventions by the Chilean Ministry of Foreign Affairs (Department for the Environment). From 2007 to 2009, he served as a co-chair of the Ad-hoc Working Group on Cooperation and Coordination among the Basel, Rotterdam, and Stockholm Conventions.

As a Foreign Service Officer, he has been posted at the Mission of Chile to the United Nations and other International Organizations in Geneva and New York. He has also served at the Embassy of Chile in Canada and Costa Rica.

As of 16 December 2018, he is the Consul General of Chile to Hong Kong and Macau SAR.

In March 2011, he was appointed Head of the Department for the Environment of the Ministry of Foreign Affairs in Santiago, Chile, and later Head of the Department of the Hazardous Chemicals and Waste cluster.

He has actively participated or coordinated for the Group of Latin American and Caribbean Countries in the Conferences of the Parties to the Basel Convention (COP-8, COP-9, COP-10, COP-11, COP-13, and COP-14), Rotterdam Convention (COP-3, COP-4, COP-5, COP-6, COP-8, and COP-9) and Stockholm Convention (COP-3, COP-4, COP-5, COP-6, COP-8, and COP-9). This role also included IFCS FORA V and VI, ICCM-2, and the Basel Convention OEWG V, OEWG VI, and OEWG VII.

He served as President of the Basel Convention COP-15, President of the Rotterdam Convention COP-9, President of the Stockholm Convention COP-6, Vice-president of the International Conference on Chemicals Management 2 and 3, and re-elected Vice-president to the Basel Convention COP-9.

On 25 May 2022, he was elected Vice-president of the Minamata Convention COP-5. The fifth Conference of the Parties to the Minamata Convention will likely be held in November 2023 in Geneva, Switzerland.

And on 17 June 2022, he was elected Vice-president of the Rotterdam Convention COP-11. The eleventh Conference of the Parties to the Rotterdam Convention will likely be held in May or June 2023 in the Commonwealth of The Bahamas.

Pat is a Partner at KPMG China, the Head of ESG practice in Hong Kong and the Global Co-Chair for Sustainable Finance for KPMG IMPACT. He also leads the Sustainable Finance practice in Hong Kong and is very active in developing the ESG landscape for Hong Kong and international financial centres in the region.

Pat has been active for over 15 years in the field of sustainable development. In his previous capacity as a director at Central Textiles, through his leadership, Central Textiles was the first textile company in Asia to issue a Sustainability Report under the Global Reporting Initiatives (“GRI”) Guidelines in 2008. The report subsequently received an award from the Association of Chartered Certified Accountants (“ACCA”). Through his initiatives Central Textiles subsequently won the Gold Award for the Hang Seng Pearl River Delta Environmental Award in 2012 and the Gold Award for Hong Kong Award for Environmental Excellence (“HKAEE”) – Manufacturing Sector in 2013. He also helped KPMG win the HKAEE Gold Award–Service and Trading Sector in 2019.

Since 2018, Pat has chaired two working groups on the development of ESG strategy for Hong Kong for the Financial Services Development Council. The working groups have issued 2 policy papers during his term and the recommendations made aiming to catalyse the development of the sustainable finance market in Hong Kong have been well received.

Dr. Cheng Lap Yin (鄭立言) Peter, is the Co-founder and Chairman of Hanbo group. He is responsible for the strategic planning and overall management of the Company’s business development.

Dr. Cheng has almost 30 years of experience in the apparel industry. Dr. Cheng had worked in renowned garment trading companies and sourcing offices before establishing Hanbo in 1991, he established Hanbo Enterprises Limited with two partners. He has been responsible for the company’s business development and marketing and successfully led the group to list on the mainboard of the Hong Kong Exchange in July 2014. Currently, he is leading the transformation of Hanbo to a data-centric supply chain management company.

Dr. Cheng obtained an Executive Master of Business Administration(EMBA) degree and a Doctor of Business Administration(DBA) degree at the City University of Hong Kong. He is also Business Advisor of Operation and Supply Chain Management at College of Business, City University of Hong Kong.

Dr. Cheng is also the co-founder of the Hong Kong Apparel Society Limited (HKAS), which is an influential representative organization of apparel industry SMEs in Hong Kong. He is also currently the Vice Chairman of Sustainable Fashion Business Consortium (SFBC) and Executive Committee Member of Fashion Industry Development Council (FIDC) in Hong Kong

Inspired by the “An Inconvenient Truth” documentary, Karen wanted to exercise her diverse international management, business development and marketing competencies in advocacy for climate actions, building a culture of carbon performance management and pursuing efforts towards sustainable development.

Karen joined WWF in 2008 as Business Engagement Leader, Climate to work on climate and energy issues in Hong Kong and China, engage businesses and industries across the region to mitigate climate crisis and greenhouse gas emissions through Low Carbon Manufacturing Programme (LCMP) and Low-carbon Office Operation Programme (LOOP). She has also been invited to speak on sustainability at international and regional conferences.

Karen assumed full responsibilities of the Head of Corporate and Community Sustainability since August 2017. She works with stakeholders across public and private sectors as well as civil society to make Hong Kong a sustainable city; explores collaboration opportunities to support community-based environmental protection projects and sustainable development goals (SDGs); promotes best practices of science-based target initiative (SBTi), measurement, reporting and verification (MRV), environmental, social and governance (ESG) disclosure, low-carbon transformation, nature-based solutions (NbS) and net-zero circular economy.
An accomplished senior executive, Karen held senior management positions in Fortune 500 companies prior to joining WWF. Karen holds a Master degree of Business Administration from University of Surrey, UK and is accredited as Chartered Marketer by the Chartered Institute of Marketing, UK since 2001.

Mr Orchard is a Consul (Economic) at the Australian Consulate-General in Hong Kong. Most recently he worked in the Trade and Investment Division in the Department of Foreign Affairs and Trade based in Canberra. Prior to joining Australia’s foreign service he worked for the UN Peacekeeping Mission in South Sudan and in the NGO sector in Rwanda and Sri Lanka.

 

Mr Orchard holds a Master of International Trade and Diplomacy from Monash University; a Bachelor of International Relations (Honours) from the Australian National University; and a Bachelor of Arts from the University of Canterbury, New Zealand.

As a seasoned industrialist, Hon Sunny Tan is currently a Member of the Legislative Council representing the Textiles and Garment functional constituency and Senior Advisor to Luen Thai Holdings Limited, a leading fashion and lifestyle apparel and accessories manufacturer, for which he has served for more than two decades.  He is also the Chairman of the Hong Kong Productivity Council, Executive Deputy Chairman of the Federation of Hong Kong Industries and Executive Vice President of the Hong Kong General Chamber of Textiles.  In 2013, he received the “Young Industrialist Awards of Hong Kong”.

 

Hon Sunny Tan has a strong record of public and community service.  He is a Member of the Committee on Innovation, Technology and Industry Development, a Member of Trade and Industry Advisory Board, a Member of Steering Committee of the Research, Academic and Industry Sectors One-plus (RAISe+) Scheme of the HKSAR Government.  He is also the Chairman of the Design Discipline Advisory Board of Hong Kong Design Institute, and Council Member of the Vocational Training Council, Board Director of the Hong Kong Design Centre. He is also a Standing Committee Member of the Hebei Province Chinese People’s Political Consultative Conference.

As a seasoned industrialist, Hon Sunny Tan is currently a Member of the Legislative Council representing the Textiles and Garment functional constituency and Senior Advisor to Luen Thai Holdings Limited, a leading fashion and lifestyle apparel and accessories manufacturer, for which he has served for more than two decades.  He is also the Chairman of the Hong Kong Productivity Council, Executive Deputy Chairman of the Federation of Hong Kong Industries and Executive Vice President of the Hong Kong General Chamber of Textiles.  In 2013, he received the “Young Industrialist Awards of Hong Kong”.

 

Hon Sunny Tan has a strong record of public and community service.  He is a Member of the Committee on Innovation, Technology and Industry Development, a Member of Trade and Industry Advisory Board, a Member of Steering Committee of the Research, Academic and Industry Sectors One-plus (RAISe+) Scheme of the HKSAR Government.  He is also the Chairman of the Design Discipline Advisory Board of Hong Kong Design Institute, and Council Member of the Vocational Training Council, Board Director of the Hong Kong Design Centre. He is also a Standing Committee Member of the Hebei Province Chinese People’s Political Consultative Conference.

 

Hon Sunny Tan obtained a Master of Science degree from Stanford University and Bachelor of Business Administration degree from the University of Wisconsin–Madison.
